Leadership Development Program

Program description

The leadership development program (LDP) is designed for individuals who have a strong commitment to career and technical education (CTE) and desire a leadership position at the secondary or post secondary level. The program allows individuals to develop essentials skills for leadership within Michigan鈥檚 Career Preparation System.

The program has two essential components. Beginning at the start of the academic year participants attend a monthly seminar held on a selected weekend (Friday evening/Saturday morning and afternoon). The seminar is held at various locations throughout the state and deals with administrative and instructional issues affecting career and technical education. Participants or their sponsoring organization are responsible for tuition, fees, travel, meals and lodging expenses involved with the program.

The second component includes an internship or field experience for the academic year under the supervision of a community college, local, or regional school administrator involved with career and technical education. The internship experience includes the development of a proposal detailing the need for the specific activity(ies), process and products designed to improve the quality of career preparation programs and services at the sponsoring organization. It is expected that each intern will spend an average of 9-12 hours per week working on projects and activities identified in the field experience proposal.

Program content

Topics included in the seminars and application exercises completed during the internship are based upon the major duties and tasks performed by career preparation system administrators. Program content was developed using a Designing a Curriculum (DACUM) content determination strategy. Program content includes instruction in the following duties and tasks:

Business and financial management

  • Prepare Career Preparation System budgets.
  • Identify financial resources for CPS.
  • Develop applications or grant proposals for funding CPS.

Facilities and equipment management

  • Provide building or equipment for CPS.
  • Manage CTE buildings or equipment.
  • Manage the purchase of equipment, supplies, or insurance.
  • Manage technology.

Integrate academic and CTE programs

  • Create needs assessment of student academic deficiencies.
  • Work with academic teachers in developing contextual activities.

Instructional management

  • Direct curriculum development (including Career Pathways).
  • Guide the development or improvement of instruction.
  • Manage the development of master schedule.
  • Coordinate schedules or student transportation.
  • Plan or implement instructional technology.
  • Align and maintain curriculum to standards or licensing requirements.
  • Coordinate alignment (articulation) between secondary or post secondary agencies.

Organizational improvement

  • Use information resources to improve CPS programs.
  • Collect data for decision making.
  • Coordinate NCA or school improvement activities.

Personnel management

  • Select and recruit school personnel.
  • Supervise CPS personnel.
  • Evaluate staff performance.
  • Manage school personnel policies or procedures.
  • Provide mentoring system for new teachers or staff.
  • Create planned program for professional staff.

Professional staff and development

  • Appraise personnel development needs of CTE teachers.
  • Provide or schedule staff development programs.
  • Plan for your professional development.
  • Participate in academic administrative organizations.
  • Participate in MDE and OCTP activities.

Program planning, development and evaluation

  • Develop local plans for Career Preparation System.
  • Develop and seek approval for a new state-approved programs.
  • Direct program evaluation.
  • Develop or implement tech prep plans.
  • Develop or implement local program plan for CPS.
  • Participate in risk management activities.

Recordkeeping

  • Coordinate record keeping with local, intermediate and state agencies

School-community relations

  • Organize or work with a local or regional CPS program advisory committee.
  • Promote the CPS Program.
  • Involve the community in CPS.
  • Participate in government and community agencies.
  • Remain current with legislation.

Student services

  • Manage student recruitment or admissions.
  • Provide systematic guidance services.
  • Maintain school discipline.
  • Establish a student placement service or coordinate follow-up studies.
  • Provide incentives for implementation of student organizations.
  • Implement classroom management systems.
  • Plan or establish student services for special populations.
  • Create a crisis management or security program.

Program requirements

If accepted into the LDP program, participants must be admitted into the Graduate College. Participants must enroll in these courses during the academic year:

Fall semester

  • CTE 6460: Leadership Development Program in CTE (three credits)
  • EDLD 7120: Field Experience (three credits)

Spring semester

  • CTE 6460: Leadership Development Program in CTE (three credits)
  • EDLD 7120: Field Experience (three credits)

Upon successful completion of the required courses and satisfactory field experience evaluations, LDP participants will receive a certificate of completion from a student-centered research institution recognized for its academic excellence. The certificate documents leadership and administrative competencies in career and technical education.
